Cross-border development and attractiveness in times of conflict
Lutsk is a historic city in western Ukraine, with around 220,000 inhabitants, located on the Styr River. With remarkable natural assets such as the Styr River, surrounding wetlands, and green-blue corridors, the city wishes to build on these resources to welcome new residents, foster growth, and position itself as a metropolitan hub in the region. In the challenging context of full-scale invasion of Ukraine, Lutsk is seeking to strengthen its attractiveness, resilience, and identity by engaging in international dialogue and urban reflection.
Les Ateliers and the non-profit organization Algorytm with the support from Urba2000 are currently preparing an initiative as a program of urban reflection to support Lutsk’s ambitions. It brings together local actors and international experts to imagine bold strategies for the city’s future.
The program adopts a multiscale approach, engaging diverse stakeholders while opening dialogue to cross-border partners, especially Poland. Water and landscape are seen not only as ecological resources but also as drivers of identity, cooperation, and development.
The initiative is expected to take the form of roundtable discussions and a dedicated workshop in Lutsk in 2026. It shall encourage collective creativity, where professionals from different disciplines collaborate with local participants to propose strategies that combine livability, sustainability, and attractiveness.
