Development of a methodology for the collaborative planning and development of the future urban pole of Nkong-Nouma

Cameroon is facing rapid but poorly managed urbanization, with significant consequences for the living environment and conditions of urban populations.
The Urban Platform Project in Cameroon (PUC), implemented by Expertise France over 48 months, is part of the European Union program "Cameroon: Inclusive and Sustainable Green Cities." The PUC Project aims to improve public policies on land-use planning for sustainable and inclusive cities by:

(i) strengthening territorial management mechanisms and urban planning
(ii) improving knowledge and enhancing the accessibility of urban data, including issues of inclusion and resilience
The preliminary findings reveal that the normative framework for territorial management and urban planning seems well-developed. It includes tools that should, in theory, ensure compliance with prescribed rules and the implementation of major strategic orientations through urban project realization. However, it has become apparent that there is limited practical implementation and operationalization of these documents.
In this context, the main and priority intervention theme of the Project for 2023-2024 is “moving from theory to practice.”

To demonstrate the Project's capacity to support practice, Workshops were selected to organize an event in strong partnership with the major urban stakeholders in Cameroon.

The workshop project and its implementation are co-constructed with a dedicated working group, GT1B. The workshops apply their methodology to support the GT1B, with the goal of contributing to the definition of a collaborative planning and development methodology for managing urban extensions along the future bypass route of Yaoundé.

The workshop program is structured around two main stages:

Urban Planning Workshop
The first module will address the planning and urbanism challenges of the new urban pole of Nkong-Nouma: How to establish on a territory, and how to manage priorities?

Governance Workshop
The second module will focus on the governance of the urban project: Who shapes the city? How to finance? How to balance immediate needs with long-term planning?

The combination of both modules will provide the comprehensive vision expected from this action-learning workshop for the entire working group and the municipality of Okola, which will host the major urban pole project of Nkong-Nouma.
