New African metropolis
A balanced development
from the 10h to the 24th of April

Les Ateliers held a first workshop in Western Africa in 2005. It was in Porto Novo, Benin. We then organized an international meeting about the development of African cities, at which we invited Aïda Mbaye Dieng, Deputy-Mayor of Saint-Louis, Senegal. We now wish to organize a new professional workshop in Western Africa, which would take place in Saint-Louis.

Located north of Senegal in the mouth of the great Senegal river, the archipelago-city of Saint-Louis has a rich and cosmopolitan colonial past, and its old center was classified as World Heritage by the Unesco. The city is celebrating its 350 years in 2010 ! Having lost much in favor of the "new" capital, Dakar, Saint-Louis is currently struggling to position itself as a dynamic regional center. What strategy shall be implemented to realize an innovative urban plannig aimed at creating the conditions for a balanced development, rooted in the African values of a historic town with a cultural identity and a unique landscape ?

Three major challenges are on the agenda: the environmental challenge of facing the climate change and a rising sea level, the challenge of coping with a population explosion expected by 2030 in a context of scarcity of land urbanization, and the challenge of developing a dynamic urban economy, multipolar and diversified, benefiting to everyone on the territory of the city and its hinterland.

How to participate

This workshop is open to professionals of all ages and nationalities, working in the field of city planning and urban development. All disciplines are welcome: architects, geographers, landscape architects, engineers, economists, artists ...

Participants are not paid, but the following expenses are covered: economy flight, visa, accommoda-tion, food service. They are selected by Les Ateliers on the basis of their approach, their experience and its relevance to the theme of the workshop.

In particular the following criteria will be observed for the selection:
- Ability and experience of teamwork,
- Ability to formalize ideas by text, hand drawing or computer,
- Experience in projects of cities with similarities to St. Louis,
- Original approach to the topic,
- Knowledge of French.

Organization

The workshop will be held in St. Louis in Senegal from April 10th to April 24th 2010. The workplace will be equipped with required hardware and drawing equipment. Useful information, maps and plans will be provided.  A buffet lunch will be served daily for lunch. The workshop will be mainly francophone, as all local participants will be French-speaking. So before applying, be sure that you are able to work in a French environment. Interpreters will provide simultaneous translation all "public" moments. There will be 3 teams of 7 members, each with two locals.
